The International Trade Commission of the United States

The International Trade Commission of the United States made a final ruling on the 12th, determining that silicon brick products imported from China have not caused substantial damage or threat to relevant industries in the United States. Therefore, the decision of the US Department of Commerce to impose anti-dumping duties on the aforementioned products will not be implemented.

The International Trade Commission of the United States passed this ruling with a vote of 6-0 on the same day. The agency issued a statement stating that the silicon brick products imported from China have not caused substantial damage or threat to the relevant industries in the United States, and therefore the US Department of Commerce will not require customs to impose anti-dumping duties on such products.

The US Department of Commerce previously made a final ruling on November 21, determining that China’s exports of silicon brick products to the United States were subject to dumping, with a dumping margin of 63.81% to 73.10%. According to US procedures, anti-dumping duties require both the US Department of Commerce and the International Trade Commission to make a positive final ruling before they can be enforced.

Silicon bricks are acidic refractory materials mainly used in coke ovens, ironmaking hot blast furnaces, and glass furnaces. According to data from the US Department of Commerce, the total value of silicon brick products imported from China by the US in 2012 was approximately $25.7 million.

The Chinese Ministry of Commerce has repeatedly expressed its hope that the US government will abide by its commitment to opposing trade protectionism, jointly maintain a free, open, and just international trade environment, and handle trade frictions in a more rational way.
